Japan’s Next Skyline Record, Rising in Front of Tokyo Station

Step out of Tokyo Station’s Nihonbashi exit and head north—construction fencing and tower cranes signal that something extraordinary is taking shape. This is the TOKYO TORCH site, a roughly 3.1-hectare redevelopment in Otemachi 2-chome led by Mitsubishi Estate. The project will ultimately deliver what is expected to become Japan’s tallest building: Torch Tower, a 63-story, 390-meter supertall planned for completion in the 2027 fiscal year.

The development unfolds in two stages. Tower A, Tokiwabashi Tower, already stands complete. Finished in June 2021 and designed by Mitsubishi Jisho Sekkei with construction by Toda Corporation, it reaches 38 floors and approximately 212 meters. Its lower levels host the TOKYO TORCH Terrace retail zone and a 7,000-square-meter public plaza—a rare open breathing space immediately in front of Tokyo Station.

Torch Tower: 390 Meters of Ambition

Construction of Tower B, Torch Tower, commenced in September 2023. At 63 floors above ground, four below, and a planned height of 390 meters, it will surpass every existing structure in Japan upon completion. The program stacks offices, a luxury hotel, residences, and an observation facility into a single supertall. Mitsubishi Jisho Sekkei serves as the design firm for the tower.

The name “TOKYO TORCH” was chosen to evoke the image of a flame illuminating the city’s gateway—continuing the energy that has flowed through the Nihonbashi and Otemachi district for centuries. Today the project site sits beside Tokiwabashi Park, a small historic park whose quiet presence offers an interesting contrast to the scale of what rises around it. Standing in the completed plaza of Tokiwabashi Tower and looking toward the ongoing construction gives a vivid sense of Tokyo actively reshaping itself.

Summary

TOKYO TORCH is Mitsubishi Estate’s landmark redevelopment of the block immediately north of Tokyo Station. Tower A, Tokiwabashi Tower (June 2021, 38 floors, approx. 212 m), is already part of the Otemachi streetscape. Tower B, Torch Tower (63 floors, 390 m, planned for the 2027 fiscal year), will mark a new peak for Japan’s skyline when complete. Walking the perimeter of the construction site now—comparing what has been built with what is still to come—is already a worthwhile way to witness Tokyo in the act of becoming. Staying in the Tokyo Station area makes it easy to revisit as the project progresses.
