Azabudai Hills Mori JP Tower is a supertall mixed-use building that opened in November 2023 in Minato City, Tokyo. Reaching a height of about 325 m, it ranked among the tallest buildings in Japan at the time of its opening.

A “redevelopment” on the scale of an entire town

What makes this building emblematic is that it was planned not as a stand-alone tower but as the core of “Azabudai Hills,” a wide-area redevelopment spanning roughly 8.1 hectares. It is a project Mori Building spent some 30 years envisioning, built around the concept of a “Modern Urban Village” — a town wrapped in greenery that connects people to one another, integrating offices, housing, retail and cultural facilities.

Within its scale of 64 floors above ground and 5 below, the tower is centered on office space, while a central plaza and abundant greenery spread out at its base. The contrast between the views over Tokyo from the upper floors and the greenery at street level expresses the design philosophy of this district well.

A design that is about more than just “height”

What is interesting about Mori JP Tower is that, rather than simply erecting a tall building, it forms a skyline across the whole district in combination with the taller residential tower next to it. This tower, carrying the heart of the area’s office demand, acts as the engine of the district, with the surrounding housing and retail supporting it.

In creating a new center in Toranomon and Azabudai — an area where large-scale development had long been difficult — it is a building you cannot leave out when discussing the urban renewal of Tokyo.
