Completed in 2002, this international cruise terminal sits at the tip of Osanbashi Pier in Yokohama Port. Designed by FOA (Foreign Office Architects) after winning a global competition of 660 entries from 41 countries, its wave-like wooden deck roof doubles as a 24-hour public plaza open to all.

A Landscape at the Harbor’s Edge

At the tip of Osanbashi Pier in Naka Ward, Yokohama, stands a building unlike any other. Completed in 2002, the Osanbashi Yokohama International Passenger Terminal reaches a maximum height of just 15 meters, has two floors above ground, and a total floor area of approximately 34,700 square meters — but height is not the point. Stretching roughly 430 meters into Yokohama Bay, the structure reads less like a building than a man-made landform. Its gently undulating wooden deck is open to the public around the clock, offering sweeping views of the harbor skyline and the berthed ocean liners that dwarf every nearby structure. Harbor facility and public promenade at once, the terminal has become one of Yokohama’s most distinctive gathering places.

The Competition That Launched a Career

The terminal’s origins lie in an international design competition held from 1994 to 1995. Some 660 entries from 41 countries were submitted — the largest architectural competition Japan had ever staged at that time. The winning proposal, titled “Niwa Minato” (Garden Harbor), came from FOA (Foreign Office Architects), a recently founded London-based practice led by Alejandro Zaera-Polo and Farshid Moussavi, then in their thirties and largely unknown on the international stage.

The design hinged on a “folded-plate” structural system. Triangular steel forms combine so that floors, walls, and ceiling flow as a single continuous surface, effectively eliminating the conventional column-and-beam framework. The result is a vast, column-free hall inside the terminal building. The roof deck is finished with ipe, a Brazilian hardwood with a density of around 1.1 — highly resistant to fire, rot, and the corrosive marine environment. Below grade, 485 steel pipe piles reach as deep as 56 meters to anchor the structure in reclaimed land. The geometry of folded surfaces, drawing on the Japanese art of origami, produces a surprisingly generous public space at the harbor’s outermost edge.
